China's top legislator Wu Bangguo is urging enterprises to upgrade technology and facilities for industrial restructuring. He's also called on local governments to improve the social welfare system while maintaining sound economic development. He made the remarks during an inspection tour in the eastern province of Zhejiang.

During his five-day inspection in Zhejiang, top legislator Wu Bangguo visited local enterprises and markets to learn about the financial turmoil's impact on the local economy.
He inspected the port area and a newly-built bridge. And he also encourages local government to push forward the the modern logistics and financial service.
