The plan was drawn up two weeks ago by members of Merkel's coalition government. It includes investments in infrastructure, tax relief, reductions in health care contributions and bonuses for families with children. It adds to an earlier plan worth 23 billion euros, which had been criticized at home and abroad as too cautious.
Merkel told reporters in Berlin on Tuesday she hopes the measures will be implemented swiftly. The plan needs approval by both houses of parliament but is not expected to meet serious resistance. It could go into force by the middle of February.
